Mobility scooter questions from Oz builder

Hi There, I've got the plans and a donor mobility scooter. I would have liked to order the motors from RLT by was afraid the currency conversion and postage to Australia would have been prohibitive. I ended up with a $200AUD mobility scooter as the donor and some barrow wheels from ebay. I've purchased the MDF and just started to cut the panels.
Anyway.... I have a question about the electrics and speed controlling. I was intending to use the wig-wag pot as a type of gear selector and the master speed control knob as the accelerator pedal. The problem is, with the wig-wag engaged fully in either direction and the master speed knob all the way down the motor starts to drive. Ideally I'd like the motor to remain unenegerised when the wig-wag is engaged fully in either direction. Could this situation be remedied by using a different pot (different values) for the master speed knob or does anyone have any idea of how I might be able to overcome this?

edit: Just had another thought. Maybe I could mount the wig-wag setup to the steering wheel like a paddle gear box setup and use the existing pot for the accelerator pedal. Might be a little complex for the kids but if they ever got into some trouble while driving all they'd need to do is release the steering wheel and the vehicle would stop. hmmm?? Just don't know.

I'm also using the same set up but have mounted the wig wag on the pedal box - I have one pedal for forward and a thin one for reverse against the body of the car. If you go this route I suggest you make the pedal box before cutting the hole in the floor for the brake pedal. Ideally, I would have moved the brake pedal to the left to give more room for wider feet (I have to drive it with my shoe off!)
The wig wag is actually proportional, not just on or off so it operates like an accelerator pedal. The speed pot is just a max speed limiter. It would be better if you can mount the speed pot on the dashboard. Your suggestion of using the wig wag behind the steering wheel might actually be the better option than on the floor (I made about 3 pedal boxes before I was happy and it contains 3 springs - one compression spring under the accelerator to return it and a tension spring on each pedal to stop them flipping over.
